In a Files channel, how can I "lock" the folder structure so that clients cannot change it?

Click on App Setup in your sidebar. Then, click the ellipsis to the right of the Files App and select Edit:

This will open the Files settings page. Here, you can enable or disable allowing clients to update folders and folder structure, as well as change other settings:
